In accordance with your minute I beg to report that it appeared to me highly desirable in the interests of the Service that MM. Freire should be placed on pension as he had himself stated in writing that work which evidently required but little ability and could easily be performed in two weeks was fully taxing his entire energies. I informed him of my intention to report accordingly, and gave him an opportunity of retiring voluntarily each month. Of this he declined to avail himself.
